National AI Strategies on AI Competence Development

Dr. Lehong Shi, Assistant Research Scientist at the Department of Workforce Education and Instructional Technology, University of Georgia, published a new study Global Perspective on AI Competence Development: Analyzing National AI Strategies in Education and Workforce Policies in the journal of Human Resource Development Review. This study examines how 50 countries are integrating AI competence development into their national AI strategies of education and workforce policies. 

The analysis reveals that only 13 nations—primarily developed European economies—demonstrate high-level prioritization with clear objectives and comprehensive measures for cultivating an AI-ready workforce. The study identifies six categories of educational and training strategies aimed at AI talent preparation and workforce reskilling, along with four types of support resources crucial for enhancing these initiatives. The findings underscore the need for human resource development practices to design and implement AI-focused, workplace-oriented, and inclusive curricula that consider contextual and cultural factors. This research provides valuable insights for policymakers and educators striving to align national strategies with the demands of an AI-driven global economy.
